Essential Duties & Responsibilities:
- Supervises personnel; supervisory duties include instructing, assigning, reviewing, and planning work of others; monitoring standards; coordinating activities; allocating personnel; recommending employee hires, transfers, promotions, and salary increases as appropriate.
- Oversees daily operations of plant maintenance operations. Ensures safe work practices and work environments are maintained for each job and at each job site.
- Oversees, inspects, and performs complex troubleshooting of electrical, mechanical, hydraulic, and instrumentation and control (I&C) maintenance for the entire water system. Responsible for maintenance and asset repair work documentation, and reports as required.
- Assists with the division budget, plans projects, estimates costs, and prepares Business Case Requests and Requests for Proposals as required. Orders supplies for maintenance and repair work. Develops contractor scope of work and negotiates contracts for service and repair support.
- Assists the Plant Maintenance Superintendent with creating purchasing memos to ensure clear and consistent communication of maintenance activities.
- Establishes and implements predictive and preventive maintenance schedules for electrical, mechanical, and I&C equipment. Oversees non-scheduled, corrective maintenance work. Responsible for recording work order information in the computerized tracking system.
- Schedules and performs facility upgrades and repairs, including installing and replacing electrical wiring, plumbing, security systems, and underground conduit.
- Oversees and assists with the repair of heating and cooling equipment for buildings and underground vaults using electrical, plumbing, mechanical, and refrigeration tools and equipment.
- Maintains records, updates information, and designs and implements procedures and forms for maintenance and safety evaluations of equipment.
- Develops mechanical maintenance-related Standard Operating Procedures (SOPs).
- Works with design engineers to provide field-level expertise and recommendations for new facilities, installations, and upgrades.
- Responds to plant and repair emergencies and prepares appropriate reports, summarizes the incident, notates materials and equipment utilized, and actions taken by staff.
- Works with operations staff to minimize downtime and ensure maintenance activities align with water production. Collaborates with operations personnel to prioritize preventive maintenance in relation to plant operations, production schedules, and capital improvement projects.
- Develops and implements long-term asset management strategies, including condition assessments and lifecycle planning for equipment.
- Develops, implements, and improves the preventive and reactive maintenance program for all water plants and remote facilities.
- Ensures maintenance tasks are performed on schedule and meet quality standards.
- Oversees and maintains appropriate spare parts inventory to support efficient maintenance and repair operations
- Establishes and maintains on-call schedules to ensure appropriate after-hours and emergency coverage. Shares pager duty on a rotating schedule.
- Writes and conducts employee performance evaluations in accordance with department policies and timelines
- Reviews and submits employee purchase receipts to ensure accuracy, proper documentation, and compliance with purchasing policies
- Oversees the employee tool allowance program, including reviewing receipts, maintaining documentation, and ensuring compliance with Town policy.
- Assists with the development and implementation of department policies and procedures.
- Oversee electrical, mechanical, and chemical system maintenance.
- Conducts routine safety training classes to O & M staff.
- This position is part of the Town’s snow removal program. Will have scheduled on-call responsibilities through the winter months to remove snow using a 4-
- wheel drive pickup or heavy equipment. Snow removal shifts are typically 12 hours.
- Performs other duties as assigned or required.
Physical Demands:
- Moderate to heavy physical work to include lifting, carrying, pushing and/or pulling of objects and materials up to 60 pounds
- Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting
- Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
- Vision for reading, recording and interpreting information
- Speech communication and hearing to maintain communication with employees and citizens
Work Environment:
- Works outdoors with exposure to all weather conditions
- Regular exposure to dust, noise, and chemicals
Equipment Used:
- This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment

Requirements
Minimum Qualifications:
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education: High School Diploma or GED equivalent
Experience: At least Five (5) years of electrical maintenance, mechanical maintenance, and instrumentation and control experience with working knowledge of Uniform Plumbing Code (UPC), and National Electrical Code (NEC), supplemented by related technical training. At least two (2) years of lead or supervisory experience is preferred; or any equivalent combination of education, training and experience.
Licenses and/or Certifications Required:
- Valid Colorado driver's license required
Preferred Qualifications:
- A Valid Colorado Class B CDL
- Additional vocational training
Knowledge, Skills, and Abilities:
- Ability to supervise, assign, plan, and monitor the work of others.
- Knowledge of the Uniform Plumbing Code (UPC), National Electrical Code (NEC), electrical construction and troubleshooting, hydraulics, and basic electronic and computer skills,
- Knowledge of mechanical and electrical terminology.
- Knowledge of electrical and chemical safety, including proper handling, PPE, and equipment repairs.
- Ability to conduct safety training classes for O&M staff.
- Skill in utilizing various types of calibration equipment and power tools.
- Skill in grasping and finely manipulating testing and measurement equipment.
- Ability to understand verbal information and instruction.
- Ability to explain technical information to customers and team members, occasionally in adversarial situations.
- Ability to read and understand written materials, including blueprints, one-line electrical drawings, and proposals.
- Ability to memorize situations, details, laws, regulations, procedures, policies, etc.
- Ability to use mathematical skills in calculating formulas and troubleshooting, calibrating meters and equipment, and the construction and design of facilities.
- Extensive plant maintenance knowledge concerning the troubleshooting and repair of mechanical, electrical, instrumentation, and hydraulic systems.
- Ability to respond to after-hours emergencies on regularly scheduled shift.
- Ability to perform technical preventive maintenance on complex electrical or mechanical systems.
- Ability to use mechanical hand tools safely for the purpose for which they are intended.
- Ability to utilize computer software programs to input, maintain, and research data.
- Ability to establish and maintain effective work relationships.
